STC Slisor

The first non-European deployment of the Crowdspector platform — three years of production operation at STC in Saudi Arabia under the Slisor brand.

STC (Saudi Telecom Company) is the largest telecommunications operator in Saudi Arabia. Between 2018 and 2021, STC ran instarea's Crowdspector platform under its own Slisor brand — offering targeted marketing, footfall analytics, and GEO API services to Saudi B2B customers. The deployment concluded in 2021; the platform continues to operate at five European tenants.

Why Saudi Arabia, why 2018

By 2018, instarea's Crowdspector platform had been in continuous production for four years across five European operators — Slovak Telekom, Orange Slovensko, O2 Slovakia, O2 Czech Republic, and T-Mobile Czech Republic. The multi-tenant architecture, GDPR compliance engine, and multi-operator analytics were all battle-tested.

Saudi Arabia's Vision 2030 digital transformation agenda had opened the market for operator data monetization partnerships. STC — the largest Saudi operator — engaged instarea for a platform deployment. The rollout went live in 2018 as Slisor and ran until the partnership concluded in 2021.

Platform mobility — what the rollout required

Four adaptation axes took Crowdspector from a European GDPR-governed platform to a Saudi-regulated deployment without re-platforming.

Regulatory adaptation

The GDPR compliance engine that served five European tenants was reconfigured for Saudi data protection requirements — consent management, data retention, and audit trails adjusted to Saudi regulatory expectations ahead of go-live.

Arabic localization

The platform shipped with an Arabic locale — UI translation, right-to-left layout adjustments, and localized campaign content. The multi-tenant architecture isolates locale configuration per deployment, so Arabic localization did not disturb the European tenants.

Slisor brand, STC owned

STC operated the platform under its own Slisor brand — identity, customer relationship, and pricing were STC's. instarea supplied the platform and integrations. The white-label pattern was identical to Market Locator in Europe; only the brand name changed.

One codebase, two continents

While Slisor was live in Saudi Arabia, the same Crowdspector codebase continued serving the five European deployments. Features that shipped during 2018–2021 — including early groundwork for the later Market Locator 2.0 GenAI layer — benefited all tenants.

What the deployment proved

Three architectural claims about the Crowdspector platform became concrete evidence through the STC Slisor deployment.

Multi-tenant isolation works at scale

Saudi data never mixed with European data. Tenant isolation held under production load across three years and two continents.

Regulatory engines can be pluggable

GDPR rules and Saudi data protection rules coexisted as sibling configurations of the same compliance engine. Future tenants in new jurisdictions can follow the same pattern.

White-label holds across brand identities

Slisor and Market Locator ran different brand identities on the same platform with no cross-contamination. The pattern scales — a new-market tenant can pick any brand they want.

The platform after Slisor

Slisor concluded in 2021. The Crowdspector platform continues to operate at five European tenants under the Market Locator brand — Slovak Telekom, Orange Slovensko, O2 Slovakia, O2 Czech Republic, and T-Mobile Czech Republic. The Saudi deployment remains a reference point for platform mobility across regulatory boundaries.

Frequently Asked Questions

Who is STC and what was Slisor?

STC (Saudi Telecom Company) is the largest telecommunications operator in Saudi Arabia. Slisor was the white-labeled brand under which STC operated instarea's Crowdspector platform for telco data monetization between 2018 and 2021 — offering targeted marketing, footfall analytics, and GEO API services to Saudi B2B customers.

Is the STC deployment still active?

No. The STC Slisor deployment concluded in 2021. The Crowdspector platform continues to operate at five European operators — Slovak Telekom, Orange Slovensko, O2 Slovakia, O2 Czech Republic, and T-Mobile Czech Republic — under the Market Locator brand.

What did the deployment prove about the Crowdspector platform?

The deployment demonstrated that instarea's multi-tenant architecture can cross regulatory, linguistic, and cultural boundaries without re-platforming. A codebase designed for EU GDPR-governed operators was reconfigured for Saudi Arabia's regulatory environment, localized for Arabic, and re-branded as Slisor — while continuing to serve its European tenants from the same platform.

Why did instarea expand to Saudi Arabia in 2018?

By 2018, the Crowdspector platform had been running in production for four years across Slovak Telekom (since 2014), Orange Slovensko (2014), O2 Slovakia (2015), O2 Czech Republic (2016), and T-Mobile Czech Republic (2016). The platform was mature. Saudi Arabia's Vision 2030 digital transformation agenda and STC's own data monetization ambitions opened a window for the first non-European rollout — a three-year partnership that concluded in 2021.

Operator in a new region? The platform travels.

STC Slisor demonstrated that Crowdspector can be adapted to a new regulatory, linguistic, and cultural environment in one rollout cycle. If your network is in a region we have not operated before, the architecture is built to travel.
